ADMINISTRATIVE ASSISTANT ELEMENTARY/

SECONDARY EDUCATION

 

DEFINITION

Under general supervision, assists in the operation of the Bureau of Special Education with assigned responsibilities of data collection, management analysis, reporting, regulatory and compliance and fiscal functions; performs related work as required.

WORK EXAMPLES

Reviews and remains current on Federal, State, and local requirements pertaining to the education of handicapped children and youth to insure that all appropriate and necessary data is collected.

Develops written descriptions of enhancements to existing or newly identified data needs to be included in the system to meet Federal, State, and local data requirements; such descriptions are utilized by programmers in the development of software.

Provides technical assistance to system users in the operation of the count system; advises users as to the appropriate method and manner of data entry in day-to-day operations and in unusual circumstances; updates and issues revisions in the system's Users Manual as need dictates.

Coordinates child counts which are derived from this system including setting timeliness, providing necessary forms, and interpretation of applicable State and Federal statutes related to child counts.

Provides technical assistance to intermediate units (Area Education Agencies) in the development of their student information systems to insure that Federal and State data requirements are met and their internal data management needs are met.

Conducts data analysis activities on information collected to identify and provide planning information with regard to trends, incidence figures, and other pertinent information to aid in the administration of special education programs and services in Iowa.

Develops or revises data collection forms to gather information required for Federal reports; revisions are aimed at adapting data collection documents to make them more usable in Iowa's service delivery system.

Organizes data collected and prepares reporting documents for transmittal to the U.S. Department of Education.

Reviews and remains current on State and Federal informational requirements relating to handicapped children's programs and recommends, and revises the forms utilized in these programs to insure that information included, assurances given, the descriptions requested meet these requirements.

Reviews quarterly expenditure reports/fund requests from applicant agencies and process for payment.

Develops and implements data collection programs and reports designed to aid in the bureau's compliance monitoring responsibilities.

Assists in the in-house and on-site reviews of Area Education Agencies special education budgets, financial reports and budget amendment requests.

Provides explanations to auditors relative to the federal programs in the area of general program fiscal policies, procedures, and funding patterns.

Makes presentations related to funding and data collection to Area Education Agencies Directors of Special Education and other personnel involved in special education.

 

COMPETENCIES REQUIRED

Knowledge of accounting, data management as applied to Education.

Knowledge of the administrative, and accounting requirements for an educational institution.

Knowledge of State and Federal programs in the education of the handicapped including fiscal aspects, attendant statutes, rules and regulations which govern those programs are necessary.

Knowledge of statistics.

Ability to demonstrate good communication skills.

Ability to work extended hours at times to complete assigned tasks and to accommodate travel.

Skill in the operation of computer equipment.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Graduation from an accredited college or university with major course work in education and the equivalent of two years of full-time experience in special education, data processing, statistics, business education, business administration or education administration;

OR

graduate education in education or business administration may be substituted for the required experience of the basis of 30 semester hours or equivalent for each year of experience.

 

NECESSARY SPECIAL REQUIREMENTS

Must meet teaching certification requirements established by the Iowa Department of Education.
