ADVANCED PERSONNEL MANAGEMENT SPECIALIST

 

DEFINITION

Under general supervision, performs intermediate to advanced professional level personnel management work in the Department of Administrative Services – Human Resources Enterprise; performs related work as required.

WORK EXAMPLES

Functions, with relative independence, as a liaison and consultant to assigned executive branch agencies on a broad range of complex or new personnel issues or situations that may have system-wide impact; consults and advises agency management on labor relations, civil rights complaints, discriminatory harassment complaints, and other employment liability issues.

Develops and executes with relative independence the operational aspects of a complex specialized personnel program or area, such as classification, compensation, deferred compensation, safety, workers' compensation, affirmative action/equal employment opportunity programs, employee assistance, and wellness; applies independently, regulations, policies, methods and procedures to a broad range of complex personnel issues.

Serves as the director's designee at the third step of contract and noncontract grievance procedures; investigates allegations of contract violations with recommendations for arbitration or settlement; communicates with employee organizations and departments concerning alleged contract violations.

Represents the State in grievance arbitrations and other contested case proceedings to present the employer's position consistent with collective bargaining agreements, administrative rules, procedural and evidentiary rules, statutory law and case precedent.

Represents the state in collective bargaining negotiations as a negotiator or in support of the chief negotiator; develops contract language; compiles information related to collective bargaining issues.

Monitors the operation of assigned programs, compiles reports, evaluates data and makes recommendations for program or policy changes; writes necessary correspondence.

Interprets laws, rules and policies governing the DAS-HRE program area assigned; acts as a resource to staff.

Performs data collection and analysis pertaining to a broad range of complex personnel related problems, issues and situations; writes reports on recommended course of action.

Attends seminars, workshops and meetings on new developments and changes in the field of personnel or agency program areas; reads professional journals, serves on committees, and participates in special projects or teams to gain professional development.

 

COMPETENCIES REQUIRED

Knowledge of the theory and practice of public personnel administration.

Knowledge of the state’s centralized personnel system including rules, regulations and policies that relate to the state personnel function.

Knowledge of laws, administrative/personnel system rules and state policies affecting program operations.

Knowledge of the English language, grammar, sentence structure, spelling and punctuation.

Ability to apply a broad spectrum of procedural and programmatic material which has direct applicability to the personnel function, e.g., Department of Administrative Services – Human Resources Enterprise rules, regulations and guidelines, contract interpretation, state fiscal rules and regulations, legal opinions, statutes and related subject matter.

Ability to gather and analyze facts objectively, draw logical conclusions and propose practical solutions to problems.

Ability to structure tasks, plans and objectives, to establish priorities and set goals, and to solve problems in a quick and effective manner.

Ability to interpret and apply pertinent laws, contracts, rules, policies, and procedures which affect the programs managed.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Graduation from an accredited college or university and the equivalent of four years of full-time professional level personnel management experience;

OR

an equivalent combination of experience and education substituting one year of technical or professional personnel management experience for each 30 semester hours of the required education;

OR

an equivalent combination of experience and education substituting fifteen semester hours of graduate level course work in public or personnel administration, labor or industrial relations, business administration or closely related field to a maximum substitution of two years of qualifying experience;

OR

graduation from an accredited law school;

OR

employees with current, continuous experience in the state executive branch that includes the equivalent of 3 1/2 years of full-time experience as a Personnel Management Specialist shall be considered as qualified.

 

For designated positions, the appointing authority, with Iowa Department of Administrative Services – Human Resources Enterprise prior approval, may request those applicants possessing a minimum of twelve semester hours of education, six months of experience, or a combination of both, or a specific degree, certificate, license, or endorsement in the following areas:

OR

 

three years of experience in the following area:

 

910       health insurance (emphasis on finance and accounting).
