AGRICULTURE PROGRAM SUPERVISOR

 

DEFINITION

Supervises special complaints and investigations involving owners, operators, and customers of businesses (i.e., weights and measures inspections, livestock investigations, meat and poultry inspections, dairy products, commercial fertilizer, commercial feed, seed, anhydrous ammonia and agricultural limestone, etc.); acts as a field supervisor of inspection staff; performs related work as required.

WORK EXAMPLES

Supervises and evaluates the work of subordinates; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments; administers personnel policies and procedures.

Provides technical assistance and advice to subordinate staff in resolving special and/or complex investigations to gather additional information received from consumers and immediate supervisor regarding possible violations.

Trains new employees to assure that they learn the proper methods and procedures; works with subordinate inspectors periodically to assist them in improving their skills and to assure uniformity in the inspection process by physically observing an inspection and/or conducting refresher training sessions.

Prepares inspection reports, memoranda, and various forms in order to reflect compliance with or violation of appropriate federal, state, or departmental rules, regulations, or statutes.

Reviews blueprints for new construction or remodeling projects in facilities regulated by the Department for approval/disapproval.

Confers with the Bureau Chief to request corrective action by telephone, mail, or in person.

 

COMPETENCIES REQUIRED

Knowledge of the functions and operating characteristics of a wide variety of sophisticated electronic and mechanical weighing and measuring devices used in commerce throughout the state.

Knowledge of computer interfacing systems with regard to devices used in commerce.

Knowledge of business arithmetic and bookkeeping principles involved in preparing and maintaining records and reports.

Knowledge of federal and state statutes, departmental rules and regulations, and division policies as they relate to the area of weights and measures inspection, livestock investigations, dairy inspections and meat and poultry inspections commercial fertilizer inspection, commercial feed inspection, seed inspection, anhydrous ammonia equipment inspection and agricultural limestone inspection.

Knowledge of the proper and safe methods and procedures for the operation of all devices used for the testing and certification of agricultural and consumer products.

Knowledge of investigation methods and of obtaining legal evidence in order to properly investigate and obtain evidence that will be admissible in court.

Ability to plan, organize, control, and effectively supervise the work of subordinates.

Ability to establish and maintain effective working relationships with the general public in order to enforce statutes and regulations firmly and tactfully.

Ability to interact with state and federal inspectors, owners, and operating personnel, local public officials and citizens, and departmental superiors.

Ability to express ideas in a clear and concise manner, both verbally and in writing.

Ability to prepare reports of facts, conclusions, and recommendations from findings.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Graduation from high school, or G.E.D., and experience equal to six (6) years fulltime in the fields of weights and measures inspection, livestock inspection, dairy products inspection, or meat and poultry inspection, commercial fertilizer inspection, commercial feed inspection, seed inspection, anhydrous ammonia equipment inspection and agricultural limestone inspection;

OR

an equivalent combination of education and experience substituting thirty semester or equivalent hours of post high school course work in dairy or food technology, bacteriology, animal science, animal husbandry, livestock management or a closely related science for each year of the required experience to a maximum substitution of four years;

OR

employees with current continuous work in the state executive branch that includes the equivalent of two (2) years of full time experience as a Weights and Measures Inspector, Livestock Inspector, Dairy Products Inspector, or Meat Inspector or Agriculture Products Inspector.

 

SELECTIVE CERTIFICATION

For designated positions, the Appointing Authority, with Iowa Department of Administrative Services – Human Resources Enterprise prior approval, may request the names of only those applicants possessing a minimum of 24 semester hours of education or 12 months experience in one of the following areas:

 

048       agriculture products inspection

139       dairy products inspection

380       livestock inspection

381       meat and poultry inspection

772       weights and measures inspection

Applicants wishing to be considered for these positions must be sure to list applicable course work and experience on the application.

 

NOTE:

Statewide travel is required and all employees are required to frequently be out overnight.  Some out-of-state travel may also be required.
