BRIDGE INSPECTOR 2
DEFINITION
Under general direction,
directs and coordinates the work of specialized maintenance/repair crew in a

WORK EXAMPLES
Assists a supervisor by performing, in
accordance with set procedures, policies, and standards, such duties as
instructing employees about tasks, answering questions about procedures and
policies, distributing and balancing the workload and checking work; may make
occasional suggestions on appointments, promotions, and reassignments.
Plans and schedules bridge
inspections/repair and manages the collection and assembling of the necessary
information and equipment.
Directs the inspection/repair of various
bridge components instructing the team in either visual techniques or in the
use of various mechanical and electronic devices such as calipers, increment
borer, pachometer, electronic depth finder rebar corrosion detector, jack
hammer, concrete mixers, jacks, vibrators, air compressors, concrete saws,
backhoes, delam techs, welders, torches, epoxy injection machines or hand
tools.
Oversees the recording of the condition of
various bridge components and noting of deficiencies.
Oversees the preparation of necessary
sketches and photographs showing conditions and/or deficiencies.
Oversees the measurement of necessary
dimensions, angles, distances and/or vertical elevations using various devices
such as transit, level, surveyor's chain, tape or folding rule and recording of
measurements.
Reviews mathematical computations of
stress distribution, using algebra and plane geometry to determine hazardous
conditions.
Prepares written reports describing bridge
conditions and deficiencies and makes remedial recommendations.
Provides on-the-job training for team
members; reports repetitive procedural errors to the Chief Bridge Inspector so
necessary training can be given and/or corrective actions can be taken.
Operates snow removal equipment such as,
but not limited to, a self-propelled rotary snowplow, single axle dump truck or
a tandem axle dump truck.
Approves all requisitions for materials
and supplies; maintains inventory records.
COMPETENCIES REQUIRED
Knowledge of bridge
inspection/repair terminology or maintenance/repair procedures and techniques.
Knowledge of bridge design
characteristics and the relationship of their parts to the whole.
Knowledge of typical
deterioration specific to certain bridge design types and features.
Knowledge of bridge
inspection reporting requirements to determine the bridge components and
physical surroundings to inspect, measure, observe, draw and photograph.
Ability to understand the
contents of bridge design plans.
Ability to utilize standards,
instructions and guidelines applicable to bridge inspection report preparation,
arrangement, cross-referencing and indexing.
Ability to compare one
bridge element with another through reading, observing and/or measuring so a
judgment can be made regarding their condition and load carrying ability.
Ability to climb and
perform inspection and repair duties while in difficult positions and under
hazardous conditions such as extreme height, heavy traffic, over water, near
electric lines, etc.
Ability to make accurate
calculations and maintain adequate documentation.
Ability to recognize,
identify and assess the extent and significance of structural deterioration,
defects and damage in and around bridges and reach conclusions as to cause(s).
Ability to operate bridge
inspection and/or bridge maintenance repair tools and equipment.
Ability to describe bridge
conditions and deficiencies, and physical surroundings as observed.
Ability to organize ideas,
data, and pictures into established bridge inspection report format.
Ability to illustrate
bridge components and structural deficiencies to scale.
Ability to condense
information received from inspection team in order to paraphrase the resulting
reports and yet retain critical information.
Ability to read and
effectively communicate in English.
Ability to plan, lead and
control the work of team members including work assignments, daily priorities
and long-range activities.
Ability to visually detect
conditions at the bridge site that might alter standard inspection or
maintenance/repair scheduling and procedures.
Ability to evaluate team
members performance to identify the need for further training or employee
counseling.
Ability to instruct team
member in proper bridge inspection or maintenance/repair procedures, policies,
and terminology through on-the-job training, examples and practice performance.
Ability to use automated
equipment to prepare bridge condition and repair reports.
Skill in the operation of
engineering survey equipment.

EDUCATION, EXPERIENCE, AND SPECIAL
REQUIREMENTS
The equivalent of five years of full-time
experience in bridge inspection;
OR
licensure a professional engineering by the Iowa Board
of Engineering Examiners;
OR
an equivalent combination of education and experience
substituting two years (60 semester hours) of college or technical school
course work in business administration, construction technology/management, or
engineering for two years of the required bridge inspection experience;
OR
employees with current continuous experience in the
state executive branch that includes the equivalent of four years of full time
experience in maintenance or construction of highways shall be considered as
qualified.
NECESSARY SPECIAL REQUIREMENTS
Successful completion of a comprehensive
bridge inspection course required by the National Bridge Inspection Standards
23CFR650.307 prior to appointment or within a period of time as determined by
the appointing authority at the time of hire by the appointing authority.
All positions in this job class require applicants to
possess and maintain a Commercial Drivers License Class A with air brake
endorsement at the time of hire. Other
endorsements may be required within a period of time as determined by the
appointing authority at the time of the hire.
Effective January 1, 1995, after accepting an offer of employment all
persons will be required to pass a pre-employment drug test and alcohol breath
test (United States Department of Transportation Rule 49CFR Part 40).
SELECTIVE CERTIFICATION
For designated positions,
the Appointing Authority, with Iowa Department of Administrative Services –
Human Resources Enterprise prior approval, may request those applicants
possessing a minimum of one-year engineering work experience in one of the
following areas:
057 Bridge Inspection
Applicants desiring to be considered for these
positions must list applicable course work, experience, certificate, license,
or endorsement on the Experience and Special Requirements section of the
application.
NOTE
Extensive travel may be required for the
positions in this class, and employees may be required to stay away from home
overnight during assignments. Employees
must be able to arrange transportation to and from assigned work areas.
NOTE
After accepting an offer of employment,
all persons are required to have a physical examination by a doctor of their
choice verifying the physical ability to perform the duties described.
NOTE
Employees
must respond to emergency situations as required.
