BUDGET ANALYST 4
DEFINITION
Serves as the budget officer for a very large
department with extensive operating programs and directly supervises
subordinate employees; performs related work as required.

WORK EXAMPLES
Supervises and evaluates the work of subordinates;
recommends personnel actions related to selection, disciplinary procedures,
performance, leaves, grievances, work schedules and assignments; administers
personnel policies and procedures.
Provides consultative budget/fiscal analysis service
to agency officials regarding budget preparation, program operations,
appropriations control and advises them concerning adherence to executive
policies and legislative intent.
Analyzes proposed legislation/policy revisions to
assess budgetary impact upon new or existing programs and attends legislative
budget hearings.
Conducts studies and surveys of organization,
methods/procedures and prepares comprehensive reports of findings and
recommendations.
Assists in the development of standards and procedures
for more efficient budget administration, maintains historical cost data and
prepares charts, graphs and reports for budget administration/fiscal analysis.
Reviews agency requests for products/services based on
the authorized biennial budget and recommends adoption or modification.

are rendered.

preparing budget projections, estimates and reports.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS
Graduation from an accredited year college or
university with a bachelor’s degree in accounting and experience equal to four
years of full-time work in budget
analysis or fiscal management;
OR
an
equivalent combination of education and experience, substituting one year of
the required experience for each year of the required education to a maximum of four years;
OR
an
equivalent combination of education and experience substituting one year of a
master's degree program in business administration for one year of the required
experience;
OR
employees
with current continuous experience in the state executive branch that
includes experience equal to twelve months of full-time work as a Budget
Analyst 3, or twenty-four months of full-time work as a Budget Analyst 2.
