COMMUNICATIONS CENTER MANAGER

 

DEFINITION

Under general direction, performs supervisory work in the operation of an area communications center engaged in transmitting and receiving law enforcement messages via a variety of telecommunications methods and two- way radio; performs related work as required.

WORK EXAMPLES

Supervises and evaluates the work of a subordinate staff, effectively recommends personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules and assignments, and administers personnel and related policies and procedures.

Ensures integrity of system regarding confidential criminal data and records, emergency and disaster information from a number of sources for federal, state and local law enforcement officers and agencies, information on persons wanted for felonies and other major crimes, stolen vehicles and property, missing persons and other similar matters.

Attends staff conference and training sessions; requisitions parts and supplies; maintains records of hours worked; has responsibility for building maintenance, correspondence, and complaints, controls expenditures for the center.

Maintains statistics on operations and periodically summarizes these in activity reports for submission to the administration officer.

Maintains a record system including the log for message and incident recording.

Interprets codes and standards to personnel; trains personnel and otherwise assists in employee development.

Performs duties and responsibilities of Communications Center Specialist 1's and 2's in emergency situations, for continued training, and to maintain skill level.

 

COMPETENCIES REQUIRED

Knowledge of the principles of supervision, including delegation of work, training of subordinates, performance evaluation, collective bargaining contracts, discipline and hiring.

Knowledge of Part 90 of the Federal Communications Commission Rules and Regulations.

Knowledge of two-way radio communication operations and procedures.

Knowledge of telecommunications equipment operation and procedures.

Ability to plan, direct and coordinate the activities of an area Communications Center.

Ability to express ideas effectively, orally, and in writing.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Three years of full-time (or equivalent part-time) experience as a communications operator, dispatcher, or radio operator in a city, county, state, federal, commercial, or industrial communications center;

OR

any equivalent combination of education and experience on the basis of one year of full-time experience equals 30 semester hours of college level course work in law enforcement or a related field with a maximum substitution of two years;

OR

successful completion of the Public Safety Communications Operator Certification program or its equivalent may be substituted for one year of the required experience;

OR

current continuous experience in the state classified service that includes the equivalent of twenty-four months of full-time experience as a Communications Center Specialist 1 and/or 2.

 

SPECIAL REQUIREMENTS

 

Ability to pass a thorough background investigation by the Division of Criminal Investigation.

 

Ability to pass a physical and psychological evaluation provided by the Department of Public Safety which includes normal hearing with a loss not exceeding a twenty-five (25) decibel average in either ear at 1000, 2000 and 3000 cycles, vision corrected to 20/20 and normal speech.
