COMMUNICATIONS TECHNICIAN 3

 

DEFINITION

Performs advanced technical work (e.g., repair of microprocessor components, complex diagnostic equipment, calibration of various testing/monitoring equipment and work on automotive computers/radios), or leads Communications Technicians engaged in the installation, maintenance, problem solving and repair of two-way radio communication systems; performs related work as required.

WORK EXAMPLES

Assists a supervisor by performing, in accordance with procedures, policies, and standards such duties as instructing employees about tasks, distributing and balancing the workload and checking work.

Performs in-depth troubleshooting on the repair of in-car mobile computers including scanners, printers, PCs and other peripheral equipment, and diagnostic procedures when technician 1s and 2s are unable to solve component or system problems

Monitors frequency interference as to possible technical causes and informs management of problems in multi-user system.

Performs advanced technical work/repair on consoles, microprocessor components, and complex diagnostic equipment.

Responds to and analyzes emergency and routine requests for assistance in order to perform necessary repairs by answering calls, determining nature and immediacy of problem and whether it requires a visit, and either resolving problem over the phone or dispatching personnel to the site of equipment.

Oversees the repairs of malfunctioning equipment such as mobile radios, base stations, telephone equipment, security and surveillance equipment and other electronic equipment in order to maintain a fully operational communications network by utilizing various testing methods in searching for and repairing malfunctioning equipment.

Installs electronic communications equipment in order to implement a new or modify an existing system by checking to insure equipment meets specifications, making necessary adjustments/modifications to insure compatibility with existing system, placing in designated physical location, performing final testing of equipment and instructing personnel in the proper care and operation of assigned equipment.

Designs and builds specialized test equipment in order to facilitate the repair of electronic components by obtaining necessary materials and assembling testing devices.

Operates test equipment in order to isolate and repair malfunctioning equipment by monitoring and interpreting readings as registered on the test equipment and checking to insure that the equipment and/or components meet specifications using established testing procedures and standards.

Calibrates test equipment to insure accuracy of readings registered on the equipment by following manufacturers’ established procedures.

Knowledge of complete communication systems utilized by agency including system/component interrelationships.

Knowledge of state of the art diagnostic and troubleshooting procedures in telecommunications systems.

Knowledge of Federal Communications Commission rules and regulations.

Knowledge of two-way radio communication methods, procedures, and equipment.

Knowledge of the techniques and technical aspects of installing, maintaining, and repairing communications and related equipment.

Knowledge of current improvements and developments in the fields of electronics and communications.

Ability to express ideas effectively, both orally and in writing.

Ability to lead other employees in the performance of their work assignments.

Ability to design and modify electronic equipment to meet new or unusual situations.

Ability to utilize mathematical theory and logic in troubleshooting complex components and systems.

Skill in the use of complex diagnostic equipment.

Sufficient color perception in order to differentiate among various colors according to Electronic Institute of American standards.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Two years of post high school course work in electronic technology and two years technical experience with land/mobile telecommunications systems;

OR

three years of technical experience in land/mobile telecommunications systems and one year post high school course work in electronic technology.  Other combinations of education and experience will not be qualifying;

OR

employees with current continuous experience in the state service that includes the equivalent of 18 months full-time experience as a Communications Technician 2 shall be considered as qualifying.

 

SELECTIVE CERTIFICATION

For designated positions the appointing authority, with Iowa Department of Administrative Services – Human Resources Enterprise prior approval, may request those applicants possessing a minimum of twelve semester hours of education, six months of experience, or a combination of both, or a specific certificate, license, or endorsement in the following area:

 

982       telecommunications voice switching systems

 

For designated positions, the appointing authority, with Iowa Department of Administrative Services – Human Resources Enterprise prior approval, may request those applicants possessing a minimum of six months of experience in the following area:

 

096       electronic security systems

 

Applicants wishing to be considered for such designated positions must list applicable coursework, experience, certificate, license, or endorsement on the application.

 

NECESSARY SPECIAL REQUIREMENTS

 

For positions at the Department of Public Safety only:

 

Ability to pass a thorough background investigation conducted by the Division of Criminal Investigation in the Department of Public Safety.
