CORRECTIONAL OFFICER

 

DEFINITION

At the full performance level, maintains security and manages offenders consistent with their programming and behavioral objectives in an adult correctional institution; performs related work as required.

WORK EXAMPLES

Patrols facilities and makes security checks; inspects all areas of the institution (e.g., perimeter towers, control centers, cell areas, rooms, halls, dormitories, recreation/work areas and grounds) for safety/security deficiencies; searches individuals, vehicles, packages, mail, equipment, clothing and inmate quarters for contraband items.

Escorts inmates, visitors and staff inside/outside of the institution and verifies possession of appropriate passes or legal documents; verifies inmate population in an assigned area at regular/irregular intervals and participate in inmate counts.

Interacts with the general public, visitors and victims in person or via phone.  Provides information, security, and assistance.

Observes inmate behavior/interaction with staff, other inmates, and visitors; communicates observations to supervisory and program staff to ensure effective security and consistent application of offender change principles.

Continuously interacts with inmates, assisting in the development of problem solving skills, providing positive reinforcement when appropriate, and instituting corrective measures (informal counseling or sanctions, formal disciplinary action, or physical force) when necessary and as authorized by law/policy.

Instructs inmates in policy, procedure, expectations, and assists inmates in the development of attitudes and skills necessary for successful adaptation to life within an institution.

Role models pro-social attitudes and behaviors that convey respect for others and the acknowledgement that inmates can change their lives by development of skills and the adoption of pro-social attitudes and behaviors.

Maintains logs, prepares reports, and enters information into the DOC electronic inmate record system.

Supervises inmate work assignments and evaluates work performance.

Operates electronic doors, telephone systems, two-way radios, intercom, alarm systems, closed circuit TV systems, computer terminals and uses weapons/inmate control devices.

Attends training classes and seminars; may train or serve as team leader for other staff.

 

COMPETENCIES REQUIRED

Ability to accurately observe and report pertinent details in a variety of situations involving inmates, staff or visitors.

Ability to interact with inmates and to identify deviations from acceptable behavior.

Ability to accurately evaluate information/situations and objectively apply good judgment in dealing with people.

Ability to recognize emergency/dangerous situations, physically respond to protect self and others, and restrain inmates as required.

Ability to coordinate eyes and hands as required to operate institution equipment, which may include weapons.

Understands and implements principles of long-term behavior change.

Ability to maintain accurate written and electronic records, including activity logs and entries in the offender electronic data system.

Adapts to technological change in order to operate new equipment such as electronic doors and gates, cameras, data system, etc.

Maintains a calm, professional demeanor, even under provocation.

Applies only the force necessary to control the situation.

Visual acuity sufficient to perform inspections, identify individuals at a reasonable distance and observe details of incidents.

Auditory acuity sufficient to hear conversations and distinguish between normal/abnormal sounds in an institutional setting.

Displays high standards of ethical conduct.  Exhibits honesty and integrity.  Refrains from theft-related, dishonest or unethical behavior.  Interacts effectively and ethically with offenders to role-model appropriate behavior.

Works and communicates with a diverse group of co-workers, inmates, and the general public to meet their needs in a polite, courteous, and cooperative manner.

Displays a high level of initiative, effort and commitment towards completing assignments efficiently.  Demonstrates responsible behavior and attention to detail.

Makes decisions and problem-solves with minimal supervision while working within policy guidelines and under stressful situations.

Responds appropriately to supervision.  Follows written and verbal instructions.

Is knowledgeable of, and shares the Mission and Vision of the Iowa Department of Corrections.  Aligns behavior with the needs, priorities and goals of the organization.

Encourages and facilitates cooperation, pride, trust, and group identity.  Fosters commitment and team spirit.

Expresses information to individuals or groups effectively, taking into account the audience and nature of the information.  Listens to others and responds appropriately.

 

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Graduation from high school, or G.E.D.

 

SPECIAL REQUIREMENTS

·         Psychological tests.

·         A background investigation check.

·         A post offer health screen administered by an institutional physician.

·         A urinalysis screen for drugs.

·         All new employee training during the probationary period, including local orientation, three-week Pre-service, firearms and emergency preparedness training.

 

NOTE

Designated positions in this job class require applicants to obtain a Commercial Drivers License and endorsements within a period of time as determined by the appointing authority at the time of hire.

 

SELECTIVE CERTIFICATION

For designated positions the appointing authority, with Iowa Department of Administrative Services – Human Resources Enterprise prior approval, may request those applicants possessing a minimum of twelve semester hours of education, six months of experience, or a combination of both, or a specific certificate, license, or endorsement in the following areas:

For certain designated positions an Appointing Authority may, with Iowa Department of Administrative Services – Human Resources Enterprise approval, selectively request a bona fide occupational qualification requirement for males and females as follows:

This requirement is used only to protect and insure the privacy of inmates while Correctional Officers conduct duties that include conducting “strip searches.”  Applicants wishing to be considered for positions in this job class must indicate their gender on the Applicant Survey portion of the application.
