EMERGENCY MANAGEMENT SPECIALIST

 

DEFINITION

Performs technical, program or managerial assistance during a state declared disaster or emergency for the Iowa Emergency Management Division as described in the Iowa Code, Chapter 29; assignments will terminate at the conclusion of emergency/disaster recovery work; performs related work as required.

WORK EXAMPLES

Serves as financial specialist/manager for Iowa Emergency Management Division disaster assistance program areas; communicates financial data to applicants and Federal, State and local officials.

Acts as liaison between the Iowa Emergency Management Division (IEMD) and Federal, State and local officials; communicates program actions and progress for disaster assistance program policy and procedure interpretations.

Provides technical assistance to potential applicants and eligible subgrantees in developing and submitting applications and completing projects; assists in developing and modifying procedures and application materials for the disaster assistance administrative plan.

Compiles and analyzes financial information in grant proposals relating to disaster assistance programs; develops and implements financial recordkeeping procedures; analyzes expenditures, prepares balance sheets and ensures compliance with approved scopes of work and budgets.

Functions as a leadworker in various capacities in the administration, coordination and delivery of disaster assistance operations; analyzes information and provides input into the analysis, summaries, conclusions and recommendations on the incident for the administrator's approval.

Works with Federal, State, County and local officials in times of emergencies in the administration, coordination and delivery of disaster operations; assists in the oversight of applicants receiving grant monies; reviews plans, specifications and contracts for compliance with Federal and State guidelines; coordinates efforts of all parties involved on work related to project issues; reviews project proposals for compliance with Federal and State guidelines; applies engineering judgment in determining recommendations.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Four years of full time experience in economic, environmental, social or health care program planning work; administrative support; professional accounting or civil or construction engineering;

OR

an equivalent combination of education and the required full-time experience substituting thirty semester hours of accredited post high school education for each year of the required experience.

 

NOTE:

Some positions may require extended work hours or extensive travel.

 

NOTE:

Employment is only for the duration of disaster recovery services.

 

SELECTIVE CERTIFICATION

For certain designated positions the Appointing Authority, with Iowa Department of Administrative Services – Human Resources Enterprise approval, may request those applicants possessing a minimum of twelve semester hours of education, six months of experience, or a combination of both in the following area:

Applicants wishing to be considered for such designated positions must list applicable course work, experience, certificate, license, or endorsement on the application.
