GIS ADMINISTRATOR
DEFINITION
Develops/manages
a Geographic Information System (GIS) Application Program that includes
deployment and maintenance of large databases (e.g., watersheds, water
resources, land resources, recreation resources, and projects).

WORK EXAMPLES
Plans,
coordinates and implements the assembly/dissemination of large disparate
datasets (e.g., water resources, land resources, and recreation resources)
originating from multiple programs across the Department.
Designs,
implements and manages the GIS applications needed to effectively disseminate a
statewide Light Detection and Ranging (LiDAR) acquisition project/database to
all Iowans.
Disseminates
assembled datasets based on a wide range of user needs and experiences
requiring thorough coordination efforts and strong technical expertise to
result in robust systems that require long-term administration of databases.
Develop
custom applications that deliver ArcIMS and ArcSDE spatial data and maps over
the Internet.
Estimates,
prioritizes and scopes new GIS application requests; oversees funds and tracks
costs associated with ongoing projects falling under the scope of the GIS
Application Program; achieves maximum cost effectiveness for each project with
costs estimated at the onset of the project and tracked throughout its life of
the project.
Designs/implements a
quality control plan, including data security/data integrity for all projects
under the GIS Application Program. This
process will be documented and agreed upon by internal/external customers.
Conducts research and make technical recommendations to the GIS Section
Supervisor, Bureau Chief and other Department managers in terms of software,
hardware, and staffing needs for all projects under the GIS Application
Program. Assist Section Supervisor and
other staff in writing technical components of grant applications.
COMPETENCIES REQUIRED
Knowledge of the use of
databases for the retention and dissemination of information involving
environmental programs through the use of advanced computer geographic
information systems.
Knowledge of computer
programming related to spatial data management and dissemination of information
over the web using a variety of highly specialized software skills.
Knowledge of the
principles, methods, and tools for automating, developing, implementing, and
administering database systems.
Skill in the use of
computers, database administration and computer applications to analyze and
communicate geographic information using the appropriate format.
Ability to use geographic
information systems as applied to watersheds, water resources, land resources,
recreation resources, and projects.
Ability to effectively
coordinate large projects involving highly technical spatial data.
Ability to use computers
and advanced computer applications; analyze information; display information in
the proper format and communicate information to and advise non-technical
people from various natural resource management backgrounds.
Ability to prepare,
justify, and administer the budget; plans; administers and monitors
expenditures to ensure cost-effective support of programs and policies.
Ability to integrate new
technology into the workplace by developing strategies to manage and improve

EDUCATION, EXPERIENCE, AND
SPECIAL REQUIREMENTS
Graduation from an
accredited four-year college or university with a degree in information
technology and the equivalent of three years’ full-time work in geographic
information systems;
OR
an equivalent combination of experience and
education substituting one year of the required experience for each (30
semester hours or one year) of the required education.
