HEALTH FACILITIES SURVEY SUPERVISOR

 

DEFINITION

Performs administrative and supervisory work directing a professional staff involved in the survey of health care facilities and health care providers to ensure conformance with federal and state laws and regulations; provides technical assistance to independent agencies and determines program needs and revision of licensure standards; performs related work as required.

WORK EXAMPLES

Supervises and evaluates the work of Health Facilities Surveyors; effectively recommends personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules and assignments, administers personnel and related policies and procedures, and makes site visits to evaluate and provide field supervision.

Executes responsibility for surveys of health care facilities; assures compliance with state and federal rules and regulations; schedules surveys and follow-up visits, and coordinates use of other agency evaluators.

Consults with providers to ensure their understanding of the federal certification and state licensure programs; provides clarification and interpretation of rules regarding the operation of the facility.

Analyzes information obtained from surveys, complaint investigations, and consultations for use in determining additional program needs, adequate licensure regulations and care of residents; evaluates reported deficiencies, facilities' policies, plans of correction, and staff/resource utilization; analyzes data from deficient programs to establish need for new programs through regular discussions with administrators, and owners of facilities, and officers of statewide organizations.

Makes recommendations concerning issuance of state licenses and federal certification; substantiates that specific program requirements are met; identifies aberrant practices and applicable trends in the health care industry to make recommendations to immediate supervisor based on analysis of data collected.

Administers policies of the division and the department; assures effectiveness of staff performance, special projects, and provision of legal, budgetary, and quality assurance services.

Ability to exercise tact and diplomacy in dealing with health facilities' representatives on controversial matters.

Ability to analyze survey reports and information from complaint investigations and other sources to correctly determine extent of compliance and make appropriate recommendations.

Ability to organize and present opinions and recommendations clearly, both orally and in writing.

Ability to identify and apply rules and regulations appropriate to the licensure or certification program.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS

Graduation from an accredited four year college or university with major coursework in nursing, social work, psychology, counseling, rehabilitation, nutrition, public health, or business, public or health administration, or licensure as a registered pharmacist, registered nurse or registered dietician, and experience equal to three years of full-time work in administrative, consultative, or technical areas involving the investigation, or evaluation of situations, conditions, or operating policies or procedures of hospitals or other health care and habilitation facilities;

OR

a combination of education and experience substituting thirty semester hours of graduate coursework in one of the areas listed above, for one year of qualifying full-time work, to a maximum substitution of two years;

OR

a combination of education and experience, substituting one year of qualifying experience for each year of the required education, to a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Health Facilities Surveyor.
