The
primary duties and responsibilities of this series involve technical
engineering work in the construction, maintenance, and operation of buildings,
utilities, earthwork, and related facilities.
The work includes inspecting existing facilities and related mechanical
or electrical systems and equipment (including but not limited to sewer
systems, heating plants, and water treatment operations), and preparing
recommendations for repairs and improvements; preparing or reviewing designs
and specifications for new facilities; and inspecting sites before, during, and
upon completion of construction.
Position
incumbents that perform specialized engineering duties (e.g., Environmental
Engineers, Transportation Engineers, etc.) or are required to be a registered
professional engineer or licensed architect with the state of Iowa (e.g.,
Facilities Engineer) are excluded from this series.
This
is the training level of the series where position incumbents work under
the supervision of a registered
professional engineer or licensed architect and learn established engineering/architectural procedures,
practices, standards and methods of operation.
Position incumbents are typically recent engineering college graduates
whose professional requirements necessitate them to work under the direction of
a registered engineer or licensed architect for a minimum period of time before
being eligible for registration/licensing.
This is the experienced
level of the series where position incumbents perform technical
engineering/architectural duties in the design, inspection, maintenance and
operation of engineering in the design, inspection, maintenance, and operation
of various state operated facilities. Positions incumbents perform assignments
within operational policies/guidelines established by the agency and function
with limited supervision and oversight.
At this level, position
incumbents are responsible for the management of all or a major segment of an
agency’s facilities (buildings, utilities, earthwork, etc.) design,
construction and maintenance programs.
Incumbents perform traditional program management duties (e.g.,
planning, budgeting, policy development, program evaluation, etc.) in addition
to their technical engineering duties, and may oversee lower level technical
staff.
