SERIES CONCEPT

 

Positions in this series provide information to employees at the agency level regarding compensation, benefits, employment and labor relations programs administered by the Iowa Department of Administrative Services – Human Resources Enterprise (DAS-HRE), and process the documents necessary to pay employees and add or remove them from participation in the various programs.  This series also includes technical program specialists in DAS-HRE that advise/counsel agency human resource (HR) staff on the rules, guidelines and policies and procedures that govern program administration, as well as audit agency documents for correctness and program compliance.

 

CLASSES DISTINCTIONS

 

Human Resources Technical Assistant

Position incumbents are required to possess a broad knowledge of DAS-HRE's compensation (class and pay plans, payroll system); benefit (employee leave, health, dental, life and long term disability insurance; workers' compensation; deferred compensation; and IPERS retirement), employment (application, testing, certification, selection, performance evaluation and Equal Employment Opportunity/Affirmative Action) and labor relations (collective bargaining agreements) programs.  Incumbents are responsible for providing employees with general background information on these programs, as well as answering specific questions on employee eligibility, cost and any special requirements.  Since each program requires the processing of documents, paper or electronic, to initiate or change employee participation, much of the position's time is spent reviewing and completing these documents.  In agencies with more than one technical HR employee, position incumbents may specialize in less than the full range of HR program areas.  Incumbents may work under the guidance of an HR Associate, HR Technical Specialist or agency administrator.

 

Human Resources Technical Specialist

This class is utilized only for selected positions in DAS-HRE and the Department of Revenue and Finance’s (DRF) centralized payroll.  A position incumbent serves as a technical expert in one or more HR programs, with their primary function being to advise agency HR staff regarding all aspects of the program assigned, including employee eligibility, document processing, cost and administrative or statutory changes.  Incumbents must have an in-depth knowledge of all state and federal laws and administrative rules, guidelines, policies and procedures that relate to the program.  They also assist in the development of forms, guidelines and procedure manuals that govern program administration.  Incumbents spend considerable time reviewing agency documents for accuracy and completeness, and following up with agency HR staff regarding omissions and corrections.  DRF positions have a statewide payroll responsibility for tax withholding and a document processing oversight responsibility for legislative and judicial branch employees.

 

Human Resources Associate

Positions in this class are the primary HR agency contact and liaison with DAS-HRE technical and professional staff.  They work closely with DAS-HRE HR Specialists (Personnel Officers) regarding all aspects of HR administration at the agency level.  They must have a thorough in-depth knowledge of all DAS-HRE programs (compensation, benefits, employment and labor relations) and may provide input to DAS-HRE regarding program changes.  In the absence of or in partnership with the Personnel Officer position, they advise agency management regarding HR program areas.  Typically, there is only one HR Associate position in an agency, institution or district office.  However, in large departments there may be additional positions in the central office.  They may provide guidance to other HR technical or support employees regarding HR matters.
