Who Has Responsibility for
Recruitment
The
recruitment of qualified applicants for state employment is the joint
responsibility of:

Managers
·
Supervisors
·
Personnel
Officers
·
Department of Administrative
Services – Human Resources Enterprise (DAS-HRE)
Successful Recruitment Efforts are
the Key to Meeting Hiring Goals
The
DAS-HRE Recruitment Coordinator is responsible for administering and
coordinating the statewide recruitment program and providing recruitment
assistance to Executive Branch state departments.
Each
department is ultimately responsible for the recruitment of applicants for
classes that are indigenous to their department.
Personnel
Officers and the Recruitment Coordinator have the responsibility for assisting
department in defining and projecting recruitment needs.
The
DAS-HRE recruitment coordinator has the responsibility for developing a
comprehensive recruitment program which includes:

Developing a plan which identifies sources for recruitment
of females in non-traditional job classes, minorities and persons with a
disability
·
Recruitment for
generic job classes used by several departments
·
Developing
individual recruitment plans based on the needs of individual departments which
have been included in their Service Agreements
·
Assist in
determining relevant recruitment areas (local, statewide, nationwide)
·
Coordinate
college career fairs, job fairs, information sessions, and include the
participation of departments and personnel officers
·
Develop a
comprehensive list of recruitment resources and keep it current
Departments' Individual Recruitment
Efforts Include:
·
Review of their
Affirmative Action Plan to understand the status of their progress toward set
goals
·
Identify exact
needs (job title, class code, selective criteria if applicable, job location)
·
Identify
recruitment needs in service agreements which includes working with Personnel
Officer and Recruitment Coordinator
·
Work closely with
Personnel Officer and determine what resources can be committed to recruitment
efforts (staff, materials, time, funding, etc.)
·
Determine the
best methods to inform current employees and potential applicants of needs
(media advertising, web sites, flyers, schools, colleges, targeted
organizations, affirmative action groups, etc.)
Personnel Officers Recruitment
Efforts Include:
·
Familiar with the
department's Affirmative Action Plan and understand the Progress toward
established goals
·
Assistance with
Service Agreements which include development of recruitment plan
·
Include DAS-HRE Recruitment
Coordinator in development of recruitment plan
·
Provide
assistance with recruitment events
