SECTION 4.55 TEMPORARY STAFFING

In
addition to filling permanent full-time and part-time vacancies, the following
temporary appointments may be used:
1. Seasonal Appointments
Agencies
may request from the Department of Administrative Services – Human Resources
Enterprise Director the authority to utilize seasonal employees.
Seasonal
appointments may be made only during the seasonal period approved by the
director for the agency requesting to make the appointment and must be included
by the end of that period. Such period
shall not exceed six months in a fiscal year.
Persons
may be appointed with seasonal status without regard to merit system provisions
and shall have no rights to the position nor be entitled to any benefits.
If
appointed to a class covered by a collective bargaining agreement, the employee
may not work in excess of 700 hours in that status.
2. Temporary Appointments
(Effective
July 1, 2000, emergency and intermittent types of appointment are now
considered "Temporary".)
Persons
may be hired into a temporary position for a maximum of 780 hours during a
fiscal year.
Temporary
employees may be appointed without regard to merit system provisions and shall
have no rights to the position nor be entitled to any benefits.
3. Professional Employment Organization
Service
contracts may be used to provide employee-leasing services through a
professional employer organization (PEO).
Under this relationship, the PEO bears the responsibility for payroll
administration, employee benefits administration, and compliance with
governmental and regulatory requirements, employee record keeping, workers'
compensation administration, unemployment insurance administration and other
human resource functions. The PEO is the
employer of record for administrative purposes.
As a co-employer, the State of Iowa shares in the day-to-day supervision
of employees, assigns work, assists in completing performance evaluations and
communicates with the PEO concerning the provision of services under the PEO
agreement.
4. Temporary Service Contractors
Temporary
service contractors may be used when there is a need to cover for an employee
who will be away from work for a short period of time, when there is a backlog
of work, when there is a special project and there is no staff available, or
during the period of time when a vacant position is being filled. Temporary employees are not state employees
and do not appear on the payroll. The
temporary service contractor bills agencies for the hours worked. Contact your personnel assistant or personnel
officer for the name of your temporary service provider that you may call.
