SECTION 7.25 IOWA FAMILY INVESTMENT PROGRAM (IFIP)

 

IFIP enables families to combine paid work with decreased benefits, reducing their reliance on public assistance.

Beginning January 1, 1994, an IFIP family and the state will enter a Family Investment Agreement (FIA). The FIA will outline the family's goals for achieving self-sufficiency and the time in which the goals will be met.

The following are three methods by which a PROMISE participant may get hired:

1) In accordance with IDOP rule 5.2(4)a, persons who have worked for a department in a nonpay (volunteer) status and who are enrolled with the Iowa Department of Personnel(IDOP) in the Work Experience Program may apply to be on promotional lists after three to six months service with the agency. These participants are coded on promotional certificates as "WEP."

2) In accordance with the provisions of Iowa Code subsection 19A.24, persons employed in positions under a contract with the Job Training Partnership Act (JTPA) are exempt from taking IDOP exams and from meeting minimum qualifications for the job class into which they were placed.

3) The third method is through the regular hiring process in which participants apply on their own without being identified as a public assistance recipient. Refer to Chapter 4.

A. WORK EXPERIENCE PROGRAM

The Work Experience Program was established to assist persons receiving public assistance in gaining work experience for future job opportunities. Enrolled individuals may work as a volunteer in a department for a period of up to six months. Through this program the opportunity exists for departments to prescreen for future employees, and to enhance the department's efforts in affirmative action. In accordance with IDOP Rule 5.2(4)a, persons enrolled in work experience programs may make application to be certified on a promotional list after a qualifying period of three months.

STEPS FOR REQUESTING A WORK EXPERIENCE VOLUNTEER

1. Since volunteer appointees are not paid, pay authorization is not required.

2. WORK EXPERIENCE PARTICIPANTS Contact the representative in your service delivery area to request a work experience volunteer. The counselor will refer participants to the department for the purpose of placing them in jobs for which they are best qualified.

3. JTPA-OJT Contact the representative in your service delivery area to request referral of participants for your department.

STEPS FOR PLACEMENT

1. The Program Counselor will have the participant(s) fill out the Work Experience Participant Hire Data Form CFN 552-0451 (R 1/94).

2. This form, along with other documentation the program counselor deems necessary will be forwarded within five (5) working days after placement to:

STEPS AFTER PLACEMENT

1. The supervisor of the participant should complete evaluations on volunteers at one, two and three month intervals for the purpose of tracking their progress in the program.

The performance evaluation may be a copy of the evaluation required by the specific program, a special evaluation prepared specifically for the individual person or the IDOP Performance Review/Evaluation.

2. At the end of a three month training period, the supervisor will submit to IDOP, a Work Experience Completion Form (CFN 552-0452 (R 1/94)) and a copy of the three month performance evaluation within five days of the evaluation.

3. Upon receipt of the Completion Data Form, IDOP Work Experience Coordinator will send a letter notifying the participant that they are eligible to apply for certification to state jobs.

4. Program participants must submit an IDOP application in order to be on the list of eligibles. The application is reviewed for Minimum Qualifications by IDOP Employment Bureau staff and will be placed on the Promotional List for job classes for which they are qualified.

If the applicant has applied for job classes which require a performance test, the applicant will be notified that they must successfully pass the performance test before having their name placed on the eligible list. (This applies only to those job classes which require performance exams.)

Applicants on the eligible list whose names are certified out will be identified on the Promotional List with the initials "WEP" in the department number column.

5. Program participants may be considered at the intra-agency promotion step (Step 5) in the hiring process.

B. JOB TRAINING PARTNERSHIP ACT (JTPA)

Unlike Work Experience Program participants, once selected, JTPA hires are placed on a department's payroll and receive pay and benefits as employees. The department of hire may be reimbursed up to 50% of the employee's salary. Arrangements for placing these individuals are made between the JTPA Placement counselor and the Appointing Authority.

STEPS FOR PLACEMENT

1) Program participants may be considered at the new hire step in the hiring process.

2) Participants are placed into jobs by the program counselor for on-the-job training of up to 12 months. Actual duration will vary based on the complexity of the job and the experience of the employee.

3) Participants are not screened in the same manner as other applicants for merit system jobs. Participants are exempt from taking an examination and meeting the minimum qualifications for the class before initial appointment. At the end of the training period the applicant must qualify for the job class to which appointed.

4) At the time of hire, a contract is written between the hiring agency and the JTPA office which will include information such as the person's name, job class to which appointed, length of training period and hiring department.

5) A person placed in a job class covered by a collective bargaining agreement must be approved by a representative of the respective union.

6) The contract is signed and the employee begins work, the department must prepare and submit the necessary paperwork, including a completed application, and a copy of the contract to IDOP.
